Inspector General of Police Kayihura Intervene In Ugandan Muftis’ Wrangles

The Inspector General of Police, Maj. Gen. Kale Kayihura, has intervened in the Masaka district Muslims' disputes. He urged the district Muslim council leadership to convene another meeting to discuss the fate of the district Kadhi, Sheik Huzairu Kiruuta. Kayihura, who was on a two-day emergency visit to reconcile the rival Mufti Sheik Shaban Mubajje and rival Mufti Sheik Zubair Kayongo factions in Masaka also advised the general secretary, Sheik Siraje Kavuma to ensure that Kiruuta is given a hearing before a final decision is made. The Police boss on Monday held two separate meetings between the rival. The meetings were held in the office of the resident district commissioners, Bamusedde Bwabale. "In the interest of justice, it would be fair to have a meeting to hear from Kiruuta before sacking him. The decision made by the Masaka district Muslim council shall be revisited," Kayihura said. On Saturday, the 22-man district Muslim council chaired by Sheik Ismail Musisi, resolved to dismiss Kiruuta, accusing him of incompetence, clinging to power, undermining council members and refusing to implement council resolutions. Kiruuta, who belongs to the Mubajje faction, has been in office for 35 years. The council argued that Kiruuta had been replaced by Sheik Swaibu Ndugga, a member of the council in acting capacity pending elections. However, under the Uganda Muslim Supreme Council's constitution, a district kadhi is appointed and removed by the Mufti. Kiruuta has since filed a complaint at the Masaka Police station that some people had stormed the Masaka main mosque, broken into his office and prevented him from accessing the office, a complaint he also forwarded to State House, which prompted Kayihura's intervention. But the district's Muslim council secretary for information, Sheik Musa Wamala, said revisiting a resolution by the council was to be made in six months, adding that according to the Muslim constitution, Kiruuta was not obliged to defend himself when the district council resolved to relieve him of his duties. Kayihura had earlier advised Kiruuta and his allies to seek court redress if he was not contented with the decision to fire him. Kayongo's group was stopped from using the Masaka main mosque for Friday prayers. "We also urge Kiruuta to keep away from his office at the main mosque until the matter is resolved," said Bwambale. Last week, Kayihura mediated in another religious row involving Kampala pastors, Robert Kayanja, Martin Ssempa and Solomon Male.
