Moro Liberation Front MILF Revert To Defensive Posture As IDPs See Relief With Government

MILF reciprocated the government SOMO as its Central Committee Chairman Al Haj Murad Ebrahim issued a General Order for the Suspension of the Military Action (SOMA) for the entire armed forces of the MILF. Chairman Murad ordered the Bangsamoro Islamic Armed Forces headed by Sammy Al Mansoor as its chief of Staff to observe strictly the Suspension of Military Actions (SOMA) in all the areas of responsibility of BIAF against Philippine government forces; to adhere to all the provisions of the Agreement on the General Cessation of Hostilities (AGCH) between the Moro Islamic Liberation Front (MILF) and Government of the Republic of the Philippines; and to support and cooperate with efforts for revitalization and strengthening of ceasefire mechanisms on the ground as may be agreed by the Moro Islamic Liberation Front (MILF) and the Government of the Republic of the Philippines (GRP). However, “the MILF takes reservation to the provision of the GRP Suspension of Military Operation (SOMO) to the effect that the PNP, with the support role of AFP, will continue the manhunt operations against the so-called rogue commanders. For this purpose, the concerned commanders are hereby directed to continue in defensive position mode and to exercise their right to self defense when attacked.” Internally displaced persons (IDPs) in Maguindanao expressed optimism for normalization of situation in the embattled areas in the subsequent time even as they expressed brief relief following separate pronouncements of reverting back to defensive posture by the government and Moro Islamic Liberation Front (MILF). Information gathered from IDPs revealed significant progress on the situation in the embattled towns of Datu Piang, Datu Saudi, Mamasapano, Rajah Buayan, Shariff Aguak, Datu Unsay, Guindulungan, Talayan, Datu Anggal, Talitay and Kabuntalan in Maguindanao since Wednesday last week. Expressions of relief and optimistic outlook are overflowing on the faces and views of the evacuees, replied an IDP through SMS when asked by Luwaran.Com/Net. However, IDPs want to be involved in the processes related to the rehabilitation of the conflict-affected areas, saying they will be directly affected by such undertakings. A report from the ground said some IDPs already visited their places the past two days, adding reiteration of strong appeals from the IDPs for their safe return to their communities of origin before the coming of Ramadhan on the third week of August. It was recalled that last year’s Ramadhan was commemorated by the evacuees at evacuation centers even as it pointed out that government military operations were not halted despite strong appeals from all sectors of society. Muslims the world over observe month-long fasting, or practically abstaining from eating, drinking and intimacy from dawn to dusk, during the month of Ramadhan. Executive Secretary Eduardo Ermita publicized at 4pm Last july 23, 2009 the declaration of a suspension of military offensives (SOMO) by President Gloria Macapagal Arroyo in the conflict-affected areas to pave the way for the resumption of stalled peace talks with the MILF. Sec Ermita, however, stated that the Philippine National Police shall continue to undertake law enforcement action with support from the Armed Forces of the Philippines against so-called three renegade MILF commanders.
