The Children Of Moro Struggles And The United Nations Children Fund (UNICEF)
30 July 2009
The United Nations Children Fund (UNICEF) considered the signing of Action Plan with the Moro Islamic Liberation Front (MILF) a big occasion and milestone. This was the forthright statement of Vanessa Tobin, UNICEF Representative, in her message during the signing ceremony for the Action Plan held yesterday morning at the Office of the MILF Vice Chairman for Political Affairs at Simuay, Sultan Kudarat, Maguindanao. Principal signatories to the Action Plan were Vanessa Tobin of UNICEF and Sammy Al Mansoor, Chief of Staff of the Bangsamoro Islamic Armed Forces (BIAF) – MILF. Madame Tobin said the Action Plan for the children in the armed conflict in Mindanao with the MILF has the mandate of the United Nations in going forward and has the mandate of the United Nations in New York, USA. “As Representative of the UNICEF, I am representing the United Nations in this endeavor and I express optimism and pride in announcing this milestone for our work for the children,” Tobin stressed. She said “one thing that everyone in this world in common is safeguarding and protecting the children,” adding that “the next step is for us to take actions in protecting children that are involved in anyway in armed conflict.” “This is two years in the making between the UNICEF and MILF and it was hardwork between the two parties that made possible to put together the action plan and this hardwork, as well, that will make the difference in the realization of the plan,” Tobin said. Tobin expressed belief that at the end of the day it is the children that will work for the future, for peace and for everyone in the country. UNICEF will put up an office in Cotabato City, announced the Country Representative. MILF armed forces Chief of Staff, Sammy Al Mansoor, for his part, expressed gratitude to the United Nations in the Philippines and UNICEF for welcoming the MILF to work with them. Al Mansoor believed that the engagements between the MILF and the UN, particularly concerning the issue of children in armed conflict, augur well to the MILF best interests for a better tomorrow, for children with better future, and, more importantly, it is a religious obligation for all Muslims. Assuring full cooperation for the action plan, Mansoor expressly manifested an appeal to the United Nations to intervene without let-up and as appropriate for the peaceful, political and democratic resolution of the centuries-old conflict in Mindanao and the so-called Bangsamoro proble, which had been shattering dreams for better tomorrow for the children, most especially.
