Philippines Army AFP Raid, Arrest MILF In Saranggani; Basilan Ambush Not By MILF

Troops of the 73rd Infantry Battalion, Philippine Army raided two houses owned by certain Nor Maguid at barangay Daliao, Maasim, Saranggani Province at around 130pm, July 30, 2009. A certain Mohammad Guiapar also known as Tokboy was arrested by the raiding army troops. Accordingly, the raid and arrest were made by more than 30 government soldiers on basis of a warrant on charges of arson, murder and robbery against Guiapar in Maasim in August last year. Maguid and Guiapar are MILF members, who felt confident that no harm will be inflicted them by AFP troops following declaration of suspension of military offensives (SOMO) in conflict affected areas by President Gloria Macapagal-Arroyo last July 23, 2009. Relatives told Luwaran reporter that the raided Nor Maguid and arrested Mohammad Guiapar are both innocent, even as they said that the name of Guiapar was wrongfully included in the arrest warrant. They said Maguid is not guilty of any commission of crime other than being a member of MILF, which is an exercise of political right and belief. The government SOMO cited that law enforcement against so-called rogue “MILF members” shall be executed by the police with the support of AFP. However, there was no single police element or operative during the raid and arrest. And that both MILF members are not rogue elements. Immediately after the issuance of government SOMO, both Mohagher Iqbal, Chairman of MILF Peace Negotiating Panel, and Ed Kabalu, Spokesperson of MILF armed forces, clarified that there are no rogue MILF members. The raid and arrest on the MILF members were violations to the existing ceasefire accord between the government and MILF, adding that undermining and jeopardizing the efforts to sustain the government SOMO. Meanwhile, a top-ranking official of MILF in Basilan clarified that the MILF had nothing to do with the ambush on the Philippine Marines and paramilitary last July 29, 2009 at Barangay Kambug, Al Barka, Basilan. The Marines blindly accused MILF as behind the ambush that left a paramilitary killed, and even cited certain Commander Basir as the perpetrator. But the MILF official said Commander Basir is well-known for various rido cases (local feuds), who was formerly affiliated with the Moro National Liberation Front (MNLF) and now being identified with some local politicians. The marines and paramilitary forces are working for a project being constructed at the mountain of Limbunge, near barangay Kambug, and the ambush could have been connected to the project construction or rido with Basir.
