Moro Islamic Liberation Front Ready To Join Islamic Nations ICG Group For Just Peace

The Organization of Islamic Conference (OIC) has expressed willingness to join the International contact group (ICG), a body that will be constituted by the Government of the Republic of the Philippines (GRP) and the Moro Islamic Liberation Front (MILF) and with the concurrence of Malaysia as facilitating country of the GRP-MILF Peace Talks when their peace talks resume soon. The OIC’s decision was disclosed by Al Haj Murad Ebrahim, chairman of the MILF, during an interview www.luwaran.com/net today. Murad said a ranking official of the 57-pan Islamic body told him during a long distance talk August 3 that the OIC, after learning of the progress in the peace talks in recent meeting of the GRP and MILF peace panels in Kuala Lumpur last July 28-29 where the formation of the ICG was one of the top agenda discussed and decided favorably, expressed its keen interest in being part of the group which will help the parties overcome obstacles along their path leading to the implementation of any signed agreement. The OIC, Murad continued, congratulated the GRP and MILF Peace Panels for success in their recent meeting in Kuala Lumpur. However, the OIC sought clarification on at least two points contained in the Parties’ July 29 Joint Statement signed by the parties, which the MILF chairman explained satisfactorily. The MILF chairman did not disclose which of the four points in the joint statement required further elucidation. On July 26, OIC Secretary General Prof. Ekmeleddin Ihsanoglu commended both the GRP and the MILF for the declaration of their respective suspension of military activities in the conflict affected areas which did not only silence their guns but more importantly allowed the 600,000 or so internally displaced persons (IDPs) to return to their places of origin. underscored the “OIC's readiness and willingness to make all-out efforts to assist the two parties in moving forward towards achieving peace”. The same expression of support and willingness to take active part in the current peace process in Mindanao was also relayed to the MILF during a series of meeting in May this year between Murad and officials of the OIC particularly Ihsanoglu and Ambassador Talal bin Abdulrhman Daous, Director of the OIC Muslim Minorities Affairs. Murad, in response to long standing invitation from the OIC, also submitted and discussed with the OIC officials the MILF concept paper on unity framework for the entire Bangsamoro people. The paper seeks to unite all the Moros in an umbrella organization, including those outside the ambit of the MILF, MNLF and their sub-groups, and other groups which genuinely promote and work for pro-Moro agenda, but the leadership will be on rotation basis. The MILF Peace Panel has already submitted a draft framework proposal for the formation of the ICG, which the parties initially discussed in their recent meeting in Kuala Lumpur. But the GRP Peace panel asked for more time to study the proposal and promised to submit a fused draft which will reflect the MILF’s view and GRP’s before their next meeting with the MILF.
